In New Uzbekistan, human rights education is being ensured with consistency and continuity
The United Nations has declared 2025–2029 as the period for implementing the fifth phase of the World Programme for Human Rights Education. In Uzbekistan, comprehensive measures are being carried out under this programme to foster a culture of human rights and to introduce human rights training courses at all levels of the education process.
The resolution of the Cabinet of Ministers dated March 3, 2026, holds particular significance in this regard. This resolution approved the “Roadmap” for implementing the fifth phase of the World Programme for Human Rights Education in the Republic of Uzbekistan, as well as the composition of the National Commission for the implementation of this phase.
Within the framework of measures for implementing the fifth phase of the World Programme for Human Rights Education, a number of tasks have been assigned to various ministries, agencies, and organizations. In particular:
- Ministry of Higher and Secondary Specialized Education, Science, and Innovations – to announce a competitive selection of targeted research projects focused on problem areas in human rights education;
- Ministry of Preschool and School Education – to organize thematic professional development courses for teaching staff on the topic “Legal Knowledge on Environment and Climate Change”;
- National Center for Human Rights – to hold a national innovative initiative competition on “Human Rights Education for Children and Youth: Gender Equality, Climate Change, and Digital Inclusion”;
- National Agency for Social Protection – to conduct seminar-training sessions on the rights of persons with disabilities;
- “El-Yurt Umidi” Foundation – to organize advanced training on urgent human rights issues at foreign higher education and research institutions.
For reference: from 2020 to 2024, the fourth phase of the World Programme for Human Rights Education was implemented worldwide. In particular, drawing on global experience and with the aim of further accelerating efforts in the human rights education system, the National Programme on Human Rights Education in the Republic of Uzbekistan was approved by the Decree of the President on February 7, 2023.
The National Programme ensures the implementation of priority directions and key tasks of state policy, including the gradual expansion and improvement of information, awareness-raising, and teaching systems, as well as the development of personnel training systems in accordance with national legislation and international standards. In 2025, Uzbekistan submitted a national report on the implementation of the fourth phase of the World Programme for Human Rights Education to the United Nations.
