On 3–4 November 2026, the Global Dialogue on International Humanitarian Law (IHL), organized by the Swiss Confederation and the International Committee of the Red Cross (ICRC), was held at the Geneva International Conference Centre (CICG). Akmal Saidov, Director of the National Centre of the Republic of Uzbekistan for Human Rights, took part in the forum.
The Dialogue was chaired by Alexandre Fasel, State Secretary of the Swiss Federal Department of Foreign Affairs, and Mirjana Spoljaric Egger, President of the ICRC. The forum served as the main platform for presenting the outcome documents of the Global Initiative to Galvanize Political Commitment to International Humanitarian Law. The documents, covering seven workstreams, were prepared on the basis of five rounds of consultations involving more than 160 States.
The first day opened with a plenary session entitled “From Global Consultations to Global Action”. It was followed by three parallel round tables: on embedding IHL norms in society, on protecting the systems essential to the survival of the civilian population, and on ensuring that new technologies serve humanity. The day concluded with a high-level plenary discussion on “IHL and Peace”.
The second day focused on the practical implementation of the Initiative’s outcomes. Participants discussed national implementation measures, international cooperation and exchange of experience, as well as mechanisms for monitoring implementation, including voluntary reports on IHL.
During the Dialogue, Akmal Saidov took part in the plenary meetings and thematic sessions and familiarized himself with the Initiative’s outcome documents and with States’ best practices in implementing IHL. The Global Dialogue marked an important stage in the preparations for the High-Level Conference to Uphold Humanity in War, to be held on 7 December 2026 in the Hashemite Kingdom of Jordan.
