INFORMATION on the Progress in Implementing the Roadmap for the National Strategy of the Republic of Uzbekistan on Human Rights for the First Half of 2026
1. Based on the results of monitoring the implementation of the tasks set out in the National Strategy of the Republic of Uzbekistan on Human Rights (approved by Presidential Decree No. PF-6012 dated June 22, 2020), the following results were recorded for the first half of 2026
Of the 78 tasks set out in the Roadmap, 69 (88%) have been successfully implemented, 2 (3%) have been removed from oversight, and work on 7 (9%) is ongoing.
2. During the reporting period, 4 laws, 8 presidential decrees and resolutions, and 4 resolutions of the Cabinet of Ministers were adopted.
3. To implement paragraph 4 of the Roadmap and Presidential Resolution dated February 7, 2023, “On Approval of the National Education Program in the Field of Human Rights in the Republic of Uzbekistan,” training courses on human rights, gender equality, and combating torture were organized for civil servants in 2026. In particular, the National Center for Human rights, in cooperation with the General's Prosecutors Office and the Ministry of Internal Affairs, conducted special training courses on “Combating Torture: International Practice and National Experience” in the city of Tashkent and the Tashkent, Khorezm, and Bukhara regions, which were attended by 268 employees of the judiciary, law enforcement, and penal enforcement bodies.
From June 15 to July 31, 2026, seminar-training sessions on “Human Rights: International Standards and National Legislation” were conducted in all regions for crime prevention inspectors of the internal affairs bodies. A total of 5,255 inspectors from 14 regions participated in the training. Participants who successfully passed the final test were awarded certificates issued by the National Center for Human Rights of the Republic of Uzbekistan, while the 221 top-performing inspectors received Certificates of Honor.
On April 21–22, 2026, trainings on “Forensic Medical Documentation of Torture and Ill-Treatment under the Istanbul Protocol” were conducted in Termez, and on April 24–25, in Fergana, with the participation of 45 specialists from the Penal Enforcement Department of the Ministry of Internal Affairs and the Republican Center for Forensic Medical Examination. Particular attention was paid to the prevention and documentation of torture and ill-treatment, including medical examination procedures and psychological support for victims.
4. Under paragraph 6 of the Roadmap, the “Human Rights House” of the National Center serves as an important platform for legal education and international cooperation. During the first half of 2026, it hosted 16 events: 4 book presentations, 8 training sessions, and 4 round tables, memorandum-signing ceremonies, and meetings with foreign delegations. A total of 784 copies of literature covering 111 titles were provided free of charge to regional information and library centers and government bodies.
5. To implement paragraph 24 of the Roadmap, parliamentary engagement in the activities of UN treaty bodies and in the implementation of their recommendations was strengthened. On June 11, 2026, the National Center, in cooperation with the Office of the United Nations High Commissioner for Human Rights (OHCHR) and its Regional Office for Central Asia, the Inter-Parliamentary Union, and the International Commission of Jurists, held a seminar entitled “Strengthening Parliamentary Engagement with UN Human Rights Mechanisms: Ratification of Optional Protocols Providing for Individual Communication Procedures.” The seminar was attended by deputies of the Legislative Chamber and members of the Senate.
Members of Parliament also participated in other events related to the work of UN human rights treaty bodies. On March 11, 2026, they took part in the high-level panel discussion “Ensuring and Strengthening Access to Justice for All Women,” held during the ministerial segment of the 70th session of the Commission on the Status of Women (CSW70) in New York. On April 21–22, 2026, Members of Parliament participated in the review of Uzbekistan’s periodic report at the 117th session of the UN Committee on the Elimination of Racial Discrimination (CERD) in Geneva. The delegation representing Uzbekistan at the CERD session was headed by D. Muratova, Deputy Director of the National Center, and included representatives of the Senate, the Supreme Court, the Ministry of Internal Affairs, the Committee on Interethnic Relations and Ties with Compatriots Abroad, and the Ministry of Preschool and School Education.
6. Under paragraph 71 of the Roadmap, the National Center for Human Rights of the Republic of Uzbekistan continued its cooperation with international organizations and institutions. Representatives of the National Center for Human rights participated in sessions of the UN Human Rights Committee, the UN Committee on the Elimination of Racial Discrimination, the UN Commission on the Status of Women, and the CIS Commission on Human Rights, as well as in international forums held in Lisbon, Baku, St. Petersburg, Yekaterinburg, and Beijing. The “China–Central Asia–2026” Forum was held in Tashkent, where a memorandum of understanding was signed with a Chinese foundation.
Meetings were held with representatives of Human Rights Watch, the International Committee of the Red Cross (ICRC), the Office of the United Nations High Commissioner for Refugees (UNHCR), and other foreign delegations. Overall, representatives of the National Center for Human Rights undertook 9 working visits to the United States, Portugal, Switzerland, China, Russia, and Azerbaijan and held 11 meetings with diplomatic missions, international organizations, and partner institutions.
